Para Ball has high damage output but the game is not lacking on high damage characters, such as Lloyd, Regal, Presea, & Zelos, the latter of whom can easily substitute for lightning damage if required. The damage isn't important, only how quickly you can get Colette to keep spamming it so that your main damage dealers can dish it out with impunity. It combos into the best unison attack in the game (Gospel, 1400 base light). Everything except for overlimit and light resistant bosses. It goes through spell armor and knockdown armor when it lands. Grand Cross and Photon are both almost unconditional stagger and combo resets. You really need to see it in action to understand just how good it actually is. That goes to her PS2 exclusive Grand Cross, which might be either the second or third best single tech in the game after Photon and maybe Force Seal.
That said I'm going to posit an unpopular and somewhat tangential opinion - Para Ball isn't even her best tech. There just isn't really a use for her T skills other than to farm high hit combos with Stardust Rain when you're going for Combo EXP. Liberal use of spell cancelling makes Colette a good source of damage especially against large enemies. Triple Ray Satellite is also good against larger enemies. Para Ball is crazy strong and on some metrics is actually better than it's lvl3 counterpart Torrential Para Ball.
